If you're not working on the things that you need to work on - that's part of a different conversation - chances are that you don't want to waste time asking a project manager to add you to the list of people who can record time against a job especially after you have done the work. More than likely you'll just record the time against something that you are "allowed" to work on. The time will be lost.
